Public libraries in postindustrial societies: challenges and opportunities

Abstract: The article’s focus is on how public libraries are affected by structural changes in the wake of the transition to the knowledge society. Their attempts to match the knowledge society are illustrated by processes of sensemaking and sensegiving made in public libraries in Canada, the UK and Denmark.

The meaning of a national library

Section: Library affair and science. International experience

Abstract: The purpose of the article is to characterize the contemporary challenges and prospects faced by the National Library of Sweden in the context of changing cultural, informational, and political landscapes.The aim of the article is to analyze the impact of globalization, digitization, and changes in defining national identity on the library’s operations and strategies. The scientific novelty lies in identifying the role of the national library not only as a repository of knowledge and cultural heritage but also as an active participant in shaping and supporting national identity in the context of globalization and digitization. The research findings demonstrate that the national library must maintain its autonomy regardless of political and ideological changes, while actively adapting to the new realities of the digital era. Conclusions. The importance of balancing the preservation of physical collections with the development of digital resources and services is identified, as well as expanding the library’s functionalities, embracing new technologies, and adapting to the changing needs of society. Special attention is paid to the need to rethink and updatethe role of the national library in the modern world, the engagement of new technologies, and adaptationto society’s evolving needs. The significance of international collaboration and integration into global knowledge networks is also emphasized.

Librarians’ Readiness for Artificial Intelligence Integration in Nigerian Academic Libraries: A Review of Literature

Abstract: The purpose of the article is to provide information professionals, including librarians, with a better understanding of the concepts and potential applications of artificial intelligence (AI) in library services. Scientific novelty. The article provides an overview of the literature on the readiness to implement artificial intelligence in library practice. It will go over the components of the Theory of Planned Behavior (TPB) model in connection with the management of library service delivery through AI tools. Lastly, a position on the preparedness of librarians for AI integration in university libraries will be adopted. Conclusions. The integration of artificial intelligence in Nigerian academic libraries is gaining momentum which has the potential to completely change how libraries function and provide services to their patrons. However, the readiness of librarians is crucial for successful implementation. This paper undertakes a review of the literature on how academic libraries in Nigeria are currently integrating AI and their readiness to use these tools. The results show that academic libraries in Nigeria are aware of the potential benefits of AI, but challenges like funding, infrastructure, and lack of expertise exist. To effectively use AI tools, librarians need to acquire new competencies and skills. Finally, the review offers suggestions for enhancing librarian readiness to fully exploit the potential of AI. In the Nigerian context, there is a notable scarcity of literature that has explored Librarians’ readiness to the adoption of artificial intelligence in an academic library: a literature review analysis of the current scope and necessary skills and competencies needed through qualitative research. As such, this study stands as a significant contribution to expanding our understanding of the topic.

Beliefs and Ethical Perceptions of Book Theft as Predictors of Bibliokleptomanism among Library Users

Abstract: The purpose of the article was aimed at examining beliefs and ethical perceptions of book theft as predictors of bibliokleptomania among library users in Nigeria. Research methods. The survey, questionnaire, analysis and synthesis methods were used to carry out the research. Scientific novelty. The survey research of the correlational type was used for the study with population comprising of library users in Nigerian universities. This was drawn up in line with the objectives of the study. Three hundred and sixteen (316) copies of questionnaire were randomly administered to participants who utilize the library. Conclusions. Findings reveal that library users believe that it is wrong to take library books without permission and majority of the respondents also perceive that the cost of books was a barrier in accessing books. The analysis indicates a high level of consensus among library users in Nigeria that stealing books is ethically wrong. The majority opinion supports a positive ethical culture within the academic community. However, the presence of a minority with differing views suggests the potential benefit of targeted intervention programs, and the proposed policy implication underscores the importance of instituting measures to prevent and address book theft within academic library settings. The analysis highlights the connection between the perceived cost of books, financial challenges faced by library users, and the potential impact on library services, particularly in terms of book theft and missing books. It suggests that a significant portion of users may be deterred from accessing books due to cost, and this insight has broader implications for how libraries can enhance accessibility and address the financial constraints faced by their user community.

Public library in modern socio-cultural transformations: achievements and problems, technologies and interactions

Abstract: The purpose of the article is to explore the peculiarities of public libraries’ adaptation to the modern requirements of the information society, to analyse their cooperation with other institutions, and to consider the influence of libraries on the development of cultural policy through providing access to digital communications and innovative services. Methodology. The study is based on the analysis of available data and literature, as well as the use of methods of comparative analysis and synthesis of information, generalisation, systematisation, and comparison (to analyse the impact of globalisation, innovation, cultural policy, and digital communications on the role of public libraries in the modern world; to clarify the functions of the public library in the information space). Scientific novelty. The article examines the impact of globalisation on the functions and capabilities of public libraries, and the peculiarities of their innovation and transformation in the context of the digital age. Conclusions. The key trends and challenges faced by libraries in the modern information environment are identified. The study results emphasise the importance of adapting public libraries to the new realities of the global information space, emphasising the need to develop innovation and digitalisation to provide access to knowledge and cultural values on a worldwide scale. It is determined that by expanding their digital resources, introducing online services and creating interactive spaces, public libraries play a significant role in ensuring access to information and dissemination of knowledge in the modern world, providing opportunities for continuous selfimprovement, training and development of professional and personal skills, and their desire to adapt to the changing needs of users ensures that they remain relevant and accessible centres of knowledge and culture for all members of society.

Intercultural dialogue between Ukraine and Austria: historical traditions and contemporary practices

Abstract: The purpose of the article is to analyse the historical background and current practices of Ukrainian-Austrian intercultural dialogue, and to identify the key mechanisms, actors, and institutional frameworks shaping bilateral cooperation in the fields of culture, education, and science. Research methodology. The study employs historical and structural analysis, as well as the comparative method. An interdisciplinary approach is applied to examining Ukrainian-Austrian cooperation across academic, cultural, and institutional domains. Scientific novelty. The evolution of bilateral relations is revealed from the shared heritage of the Habsburg Monarchy to modern models of cultural diplomacy and strategic partnership, particularly in the context of Ukraine’s European integration course and the ongoing challenges of war. An interdisciplinary review of Ukrainian-Austrian intercultural cooperation is conducted, including within the context of international library interaction. Conclusions. The shared historical and cultural heritage is identified as a unifying strategic factor that significantly contributes to the development of stable Ukrainian-Austrian relations. Despite geopolitical instability and external threats, particularly those caused by Russian aggression against Ukraine, the implementation of joint cultural, scientific, and educational initiatives, the strengthening of inter-institutionalties, and the advancement of library cooperation with Austria contribute to the consolidation of Ukrainian cultural identity, the deepening of cooperation, and the affirmation of shared European values. Intercultural dialogue emergesas a dynamic instrument of cultural resilience and soft power, capable of fostering mutual understanding, supporting democratic development, and promoting Ukraine’s integration into the European cultural space.

Shared Heritage – Re-Cataloguing "Ruthenian" Titles at the Austrian National Library

Abstract: The purpose of the paper is to present the re-cataloguing of the "Ruthenica" collection at the Austrian National Library. These East Slavic printed works in Cyrillic script were delivered from the Kingdom of Galicia and Lodomeria to the Imperial and Royal Court Library in Vienna between 1772 and 1918. Due to their diversity of text types, they represent important sources for research into the history of Galicia’s intertwined culture as part of the Habsburg Monarchy and serve as witnesses of our shared European cultural heritage. The research methodology is basedon analyzing the historical and legal prerequisites why these works were delivered to Vienna. Further processing in the framework of changing cataloguing rules and technological progress from the early 19th century until nowis examined, different catalogue solutions are compared. The scientific novelty lies in direct application of latest scientific expertise and specialist library knowledge by finding a solution for cataloguing Ruthenian resources that allows higher discoverability and accessibility, thus contributing to the development of metadata standards fornon-Latin script resources. Conclusions. Since "Ruthenian" in the Habsburg Monarchy lacked a uniform language standard, the titles of the "Ruthenica" collection were inconsistently transcribed and difficult to find in the catalogue. Given bibliographic data management standards based on international regulations, transliteration standards and interoperability of machine-processable data, re-cataloguing these historical resources presented a particular challenge. In collaboration with specialized librarians and scholars, an innovative guideline was developed that combines the latest findings in academic Slavic studies with the requirements of modern metadata management. The newly described titles are significantly easier to find, meet modern metadata standards and can be accessed as a collection. A next step will involve further research using machine learning methods to gain new scientific insights.

The Austrian Library in Belgrade: a hub for culture, language, and learning

Abstract: The purpose of this article is to explore the Austrian Library’s activities at the University Library "Svetozar Marković" in Belgrade and to reveal its role as a hub for culture, language, and learning, as well as a platform for intercultural dialogue and skill development. The research methodology applies a case study of the Austrian Library in Belgrade, using general scientific methods (analysis, synthesis, generalization) and a structural-functional approach, grounded in the principles of complexity, systemicity, and scientific objectivity. The scientific novelty lies in the conceptualization of the Austrian Library as a reimagined, community-oriented, culturally embedded, and multidimensional public space that fosters intercultural dialogue, creative engagement, and sustainable cultural cooperation. Conclusions. The analysis of the Austrian Library’s activities, functioning as a special department of the University Library "Svetozar Marković" since 2003, confirms that the promotion of culture, language, and learning has been central to its mission. The library implements a wide range of public initiatives, including language cafés, writing workshops, film nights, literary competitions, exhibitions, and children’s activities. The study highlights that the effective functioning of the Austrian Library as a multidimensional cultural and educational hub is closely linked to the adoption of adaptive service models, the development of strategic partnerships, and the thoughtful design of inclusive public spaces, all of which foster sustainable intercultural interaction and vibrant community development. Thus, the Austrian Library in Belgrade exemplifies the evolving role of libraries as dynamic centers of cultural and educational life, contributing to sustainable international cooperation and the strengthening of intercultural dialogue through innovative and inclusive practices.

Wilhelm Habsburg`s contribution to the public diplomacy of Ukraine

Abstract: The purpose of the article is to examine the specific features of soft power instruments in the history of Ukrainian diplomacy through the historical lens of the activities of Wilhelm von Habsburg (Vasyl Vyshyvanyi); to reveal the Archduke’s contribution to state-building processes in the early 20 th century and the formation of Ukraine’s international image. Methodology. The research is grounded in structural and historical approaches, as wellas the method of comparative analysis, which enables tracing the historical tradition of public diplomacy in Ukraine. An interdisciplinary approach is employed, interpreting Wilhelm von Habsburg’s activity in the early 20 th century through the conceptual framework of contemporary public diplomacy. Scientific novelty. For the first time, the activities of Wilhelm von Habsburg (Vasyl Vyshyvanyi) are analyzed through the lens of modern public diplomacy asan interdisciplinary phenomenon. His cultural, political, and civic engagement is explored as a factor contributing to the formation of a positive international perception of Ukraine. The study also highlights the significance of his figure in the context of transnational support for the Ukrainian national revival and the shaping of Ukraine’s international image within the European space. Conclusions. The study of soft power in the history of Ukrainian diplomacy through the prism of Wilhelm von Habsburg’s activity demonstrates that soft power as a tool of influence has deep historical rootsin Ukrainian diplomatic tradition. The Archduke played a significant role in shaping a positive international image of Ukraine during a critical period of its struggle for independence. His efforts contributed to the development of political culture, the strengthening of national identity, and the dissemination of the Ukrainian idea in the European context. The figure of Vasyl Vyshyvanyi exemplifies how personal dedication, moral conviction, and intellectual engagement canserve as effective instruments of foreign policy influence.
