On the Way to Create a National System of Scientific Information and the Ukrainian National Citation Index: Prospects for Consolidation of Resources

Abstract: The main obstacles that arise in the process of effective formation of the Ukrainian national system of scientometric information and creation of the Ukrainian National Citation Index is considered. in particular the lack of a representative and integrated electronic resource in the form of a knowledge base of Ukrainian science in general, coordination between institutions that started such work, the lack of and until now special scientometric software regulatory framework, which would regulate correctly is filling the resource and managing it. The state of the resource base for the creation of the National System of Scientometric Information in various institutions, declared as national systems of scientometric information, positive and negative features is considered. The range of tasks that need to be solved to build the system of the Ukrainian national citation index is determined. The ways of consolidation of scientific information resources and integration of efforts towards the creation of the National Center of Scientometric Information are proposed. It is proposed to combine scientific electronic resources of the National Academy of Sciences of Ukraine (Vernadsky National Library of Ukraine) and Ministry of Education and Science of Ukraine (Ukrainian Institute of Scientific and Technical Expertise and Information (UkrINTEI) and the State Scientific and Technical Library (DNTB) for the creation of the interdepartmental Center for Scientometrics of Science and Information Technologies, scientometric integrated national electronic science library of Ukrainian scientists.
