Becoming and the Development of a System for Personnel Training in Higher Qualification at the Vernadsky National Library of Ukraine in 1993 – 2010 YearsSection: To the 100th anniversary of Vernadsky National Library of Ukraine Abstract: The history of the training of highly skilled personnel at the Vernadsky National Library of Ukraine, which began in the period of independence of Ukraine since 1993 is given. Тhe activity of specialized academic councils for the defense of candidates and doctoral dissertations in the field of historical, philological, technical sciences and social communications in the fields of «bibliography, library science, bibliography», «documentation, archival studies», «information systems and processes, library systems and networks», «information Technologies», «Structural, Applied and Mathematical Linguistics». Information about members of specialized academic councils is considered. The main stages of the development of the system of personnel training, its reformation and the main provisions, which are guided by scientific institutions and collectives, are explored. The training of high-skilled personnel in the library industry took place in the direction of developing a new activity as a research institute and presented by various issues on the history, theory and practice of libraries, the performance of national and scientific functions, and noted integration trends in the development of scientific knowledge, specialties. The analysis of topics and problems that are developing in the Library in the new social conditions with the beginning of independent development of Ukraine shows the two main directions: the actvity transformation of the Vernadsky National Library in the information society and the study, preservation and involvement in the scientific circulation of the manuscript and book heritage.
