International agency of V. I. Vernadskyi National Library of Ukraine (2018–2025): managerial vision and strategy of Lyubov Dubrovina

Abstract: The purpose of the article is to examine strategic guidelines of the international activities of V. I. Vernadskyi National Library of Ukraine under the directorship of Lyubov Dubrovina (2018–2025), analyze the principal forms of library diplomacy, and identify the impact of managerial approaches on strengthening the international agency of the library. The research methodology is based on historical-genetic, comparative, and structural-functional analysis, with the institutional approach applied. Such methodological instruments facilitated the identification of the personalized influence of managerial decisions and strategic approaches on the development of international activities of V. I. Vernadskyi National Library of Ukraine in 2018–2025. The scientific novelty lies in the comprehensive analysis of the international activity of V. I. Vernadskyi National Library of Ukraine during the tenure of its Director General Lyubov Dubrovina, from 2018 to the present, under global challenges such as the COVID-19 pandemic, digital transformation, and martial lawin Ukraine. For the first time, the article reveals Lyubov Dubrovina’s contribution in establishing V. I. Vernadskyi National Library of Ukraine as a leading platform for international scientific and cultural cooperation, strengthening the library’s international agency, representing Ukraine in the global information space, and promoting national cultural heritage. Conclusions emphasize that the international activity of V. I. Vernadskyi National Library of Ukraine under L. Dubrovina’s leadership was marked by goal-driven development, expansion of contractual and legal frameworks with foreign institutions, intensification of inter-institutional contacts, and strengthening of the library’s position within the international library community. The article defines that within the period the international cooperation became an important tool of scientific interaction, formation of a positive image of Ukraine in the global arena, and development of intercultural dialogue. The article pays special attention to the managerial strategy of Director General L. Dubrovina, which ensured the consistent implementation of the strategic vision of the National Library as an open and authoritative center of scientific knowledge and cultural memory. L. Dubrovina’s leadership contributed to preserving the institutional integrity of the library under conditions of crisis, affirming its role as a leading scientific and cultural institution, and deepening the library’s international agency through development of professional relations, implementation of digital innovations, and integration into the global scientific and information space.
