International organization "Conference of European National Librarians" (cenl): building strategic guidelines for national libraries in Europe

Abstract: The purpose of the article is to explore the development strategies of national libraries in Europe devised under the influence of decisions and recommendations of the Conference of European National Librarians (CENL), to analyse the significance of CENL membership for V. I. Vernadskyі National Library of Ukraine, and to identify the main vectors of advancement for national libraries-members of CENL in the context of global library trends. The research methodology is based on systemic and historical approaches, structural-functional analysis, synthesis and descriptive methods are also used. The scientific novelty lies in its detailed analysis of the strategic role and impact of CENL within the framework of European national libraries, particularly through the lens of global and sustainable development goals. This is further exemplified by a thorough review of the CENL Strategic Plan 2018–2022, the CENL Strategy 2023–2027, and the publication "All Roads Lead to Rome or: National Libraries on the Road to Sustainable Development." These documents define the main priorities and provide clear visions, missions, and values, further articulating specific goals and initiatives for national libraries-members of CENL to achieve at the current stage and towards sustainable development. Conclusions. International cooperation among CENL members facilitates new opportunities for knowledge and experience exchange in the context of globalization and intercultural interactions Membership of Director General Lyubov Andriivna Dubrovina in CENL enables V. I. Vernadskyi National Library of Ukraine to actively participate in international library processes, enrich its operational insights through interactions with leading European libraries, and disseminate acquired knowledge and experience among Ukrainian library and information institutions. The study identifies that national libraries encounter both common and unique challenges that necessitate a consolidated approach for effective resolution. Collaboration within the CENL framework is instrumental in uniting the efforts of national libraries to address these challenges, thus promoting sustainable development and enhancing the cultural, scientific, and educational capacity of Europe.
